i don't see a difference other than i get the impression that for some people, the thought of this process is overwhelming, completely out of their means, or just not worth the effort even if they get caught being here illegally...

In Mexico, No Non Mexican can hold Title to real Property.
In THe USA, it seems that Illegals can get D L's. Have The Kids get payed Schools, get Medical, ETC.
