Isn't this about like saying "If you're not here, say so" or "Anyone who is deaf, please speak now"? If they don't speak English, you CAN'T ask IN ENGLISH if people don't speak English. And even if they know enough English to understand that question, they aren't going to pick it out of the rest of the giberish they are hearing.
