Time to call your CPD

If you've already confronted her, the next thing to do is to document the situations you have described, steps you took to try to solve the problems and then send those onto your CPD, requesting that the matter be addressed or that one of you be reassigned to a new chapter.

It seems to me you have taken the mature route to directly deal with this person and now its time to get your CPD involved. Trust me, the CPD wants happy advisers who will stay to help grow the chapters and its officers. She'll work with both of you to find the best possible solution. And if this other adviser is dragging down the chapter, so she may be asked to resign, which will solve your problem-- the only new challenge will be finding a new adviser (but given the number of active alumnae in SoCal this should not be a difficult task).

ETA: A divided advisory board or problem adviser can take an entire chapter down with her, so don't be afraid to speak up to the Powers that Be.
