First off, all you need to start an alumni chapter is a petition and bylaws (you can get these from HQ). The Petition is VERY simple -- just get 10 alums of your chapter to sign, and you're done. They'll send you a nice looking charter.

I circulated our petition once we had 10 alums. There was no reason we could think of not to do it.

At this early stage in the game, there's not a whole lot that an alumni chapter can do for the active chapter. Ours is in a long-term organizational stage. Its main goal is to keep our alums apprised of what is going on in the active chapter, to provide a ready contact point for actives to get ahold of alums, and to create sense of continuity.

As far as what the alumni chapter can do, the sky is really the limit. They're all run differently as far as I can tell. We do require alums to pay dues. Right now, those dues are just sitting in an account accruing interest. Perhaps someday, they'll be put to good use either for the active chapter or the alumni chapter.
