since commuting is a BIG problem for the DC area, consider northern VA especially if hubby's job is close or in VA. charles county is a viable option because of the location relative to virginia and i believe you can still get more house for your dollar there. fort washington and waldorf are 2 areas in southern maryland that are rather nice. fort washington is in prince georges county and waldorf is in charles.
silver spring/takoma park are great locations due to the diversity. downtown silver spring has been revitalized and is a nice spot for all types of crowds to go and shop, hang out and live. both of these areas are in montogomery county which has a great school system but the housing prices are ridiculous.
overall the cost of living is pretty high all around so really think about what your long term goal is. crime has gone up in dc and prince georges county...im not sure about dc, but i know for a fact p.g. county crime has gone up.
