Your best bet would be to locate an influential (read: wealthy) alumnus to give you some backing in this endeavor. That is exactly what happened at my school, a brother alumnus who is on the board at the Foundation had a son going to our school, there was no chapter here, and they were accepting applications for expansion. Sigma Nu of course had a great presentation, and long story short, the Mu Tau chapter was born 3 years later.

You might also consider forming an interest group. If you can get 30 or so guys together in your own 'local' organization, finding a national organization to colonize you is a lot easier.

Sigma Nu's expansion budget is not unlimited. I imagine that our recruitment/expansion director is doing all within his power to have a successful program. At this time, he might have a better deal elsewhere than at your school. Don't take it personally, just try to make the situation better at your school than the other ones. Ultimately, it's not whether they like you, respect you, or whatever that guides the decision to colonize, it's how difficult, how expensive, and how many man hours will IHQ have to expend in colonizing your chapter that is the real question.

Also, I think there is more emphasis on recolonization lately than expansion -- the ready-made alum networks can be extremely helpful.
