Cheap rent = cheap buildings.

The poor are the most vulnerable. Ok.
If you take a person that has money/wealth and rip that away from them...who would be more likely to recover first?
The poor person who stays poor, or the rich person that worked their ass off once to make their money and probably more likely to do it again?
