At what point are you 'drunk' in public?

The standard .08 that gets you a DUI?

You can have alcohol in you and not be a nuisance if that is the case. Why would someone smoking a cig. in the park, in the open also be a nuisance.

I think loud people, dogs, and kids are nuisances. Why not ban them as well?
