It will never pass, as it would be unconstitutional. Some religions don't allow organ donation/transplants, so to make it mandatory wouldn't work.

I once heard that some counties in Kentucky (?) will levy a fine OR a donation of blood for some misdemeanors (mostly traffic fines). If the bill had a clause such as that, it would most probably be legal.
