At the school I work at, every chapter has to have a PNM's GPA checked (to make sure it meets requirements) before they can give out a bid. The PNM signs a statement that the chapter turns in to me that gives me permission to check GPA and let the chapter know if the person is eligible or not.
It's quite possible that checking GPA could be causing a delay. I know that I try to check them as soon as I can, but sometimes I'm either out of town or have a more pressing matter to attend to. This could be the reason for the delay as well (there could be a million reasons...the chapter just may be slow, who knows?).
