They do do that. As a bartender, you are responsible for cutting people off at a reasonable point. Especially if they're driving. One of my friends is a bartender, and I have seen her walk out of the bar to tell a guy, "If your [clearly drunk] friend gets in the driver's seat of that car, I'm going to have to call the police." (She is legally obligated to do that.)

Obviously theory and practice are two different things, and this is not always done. But there have been cases where bartenders have been held responsible for the actions of somebody they've served alcohol to who ended up driving drunk.
