Yes, it does in this case. This is corruption on a different level than the corruption within the elite who run our country. U.S. Presidents and Senators who do each other political favors can hardly be considered on the same level as Hugo Chavez and the stunts he's pulled. He isnt exactly on the Pinochet level just yet, but he will be if he keeps going. I guess if we wanted to try and not be the "I don't give a fuck what everyone else says" country, we could always kidnapp him like we did Noriega from Panama and put him in jail for drug trafficking. The problem with kidnapping is that the world would know its us in whichcase assassination would probably be the better option. We already have Saddam Hussein in jail.
