that sounds pretty messed up! i agree that she probably doesn't quite understand how everybody works. i do advise both IFC and Panhel. It is such at many of the smaller campuses. there just isn't enough money to hire different advisors for each of the councils.
i would definietly talk to her and figure out why she is trying to do that. maybe also talk to her supervisor (may not do too much good if the super is not current on greek topics) and contact someone from NIC and NPC. they may be able to talk some sense into her.
