Really, I can understand the cops. A man wearing an overcoat in this heat, with wires, and running through the subway. They have a short while to react before he blows himself up if he's a terrorist. They made that decision.
Of course, the cops confirmed the kill. The media has somehow found this heinous only in certain countries, but not others. When will the BBC interview the Brazilian's family? Will the British be commiting genocide in regards to Pakistanis as the Guardian would say? Will the papers call the terrorists there freedom fighters and activists?
