I have to use some degrees of separation here. According to one of my chapter sorors that is connected to the chapter at Clark Atlanta (Classy Phi), he is definitely a Sigma. Her husband is a Sigma from CAU, but I cannot confirm where Professor Tiy-e was supposed to become a member. What I can be sure of is that my soror and her husband are hardcore for their organizations, and they will be sure to verify membership before they start giving out Sigma Love to anyone.
So that's the best verification I can give for his membership, but I have nothing for his credentials.
