As my Soror Ladygreek stated, our founders started graduate chapters. So if your org. has 19 chapters, those who have graduated could continue your orgs. mission, services and so on at the graduate level. The more work they do in your community, the more your community would want to be a part. This process could be included into your orgs bylaws or constitution or whatever you all have.
