Yes, but only it's only done by site admin...and you have to have a valid reason for doing so.

GCers who request to change their username usually do so after being an active contributor for a long period of time. They all have various reasons for wanting to do so, but only John (the site admin) has the authority to change your username and transfer your post count over.

John is rarely ever on, but to be honest...it's MUCH easier to just go ahead and create a new username and re-register all over again.
