I'm sure this isn't totally the answer but it may be part of the reason we don't have a large presence in Cali.

Look at the states where ZTA has many strong chapters: Florida, South Carolina, Georgia, Texas, Alabama, North Carolina. It's not just because it's the South. I think the reason we're so strong in those states is because we have strong chapters at the bigger schools in those states such as UGA, Texas, Bama, UF, FSU, UNC, and USC-Columbia. When there is a strong chapter present at a larger school, you have more alumni graduating and getting involved (and donating money). Also, the whole word-of-mouth thing helps, too. We have strong chapters at UF, FSU, and UCF and because of this, ZTA is very well-known across Florida as one of the sororities to join at Florida schools. I've known about ZTA since my sophomore year in high school!
Unfortunately, our chapters at the larger Cali school such as Cal Berkeley, USC, and UCLA are now defunct. The ZTA name just isn't as big in California now because of this. Also, when you're not graduating members from larger chapters at larger schools, you don't have as many alum members to help start a new chapter (and donate $$$$...a big factor!).
I know that our California chapters are strong and I hope that there will be more chapters one day in that state but I know colonizing in California (or any western state) won't be as easy as colonizing a chapter in Florida or South Carolina!
