www.deltasigmatheta.org. Any and all decisions made about new chapters or reactivation of chapters come from the Regional and National levels of Delta Sigma Theta Sorority, Inc.
Now, I'm not sure what you have been told about this process, but I'm sure that it is not what you think. My suggestion is to be patient and stop searching for answers on message boards.
