Question 1: If you have registered for recruitment you would have passed a page saying

There is technically no minimum.
Question 2: This is unanswerable. None of us will be in the membership selection of the chapters and, therefore, have no way to answer if what will determine where a person is put on an invite list.
Advice: You cannot change your GPA at this point. Go through with great recs and work on your outfits and conversation skills.
ETA: I just noticed this is for your sister and not you. Have her get on this site and start learning for herself. Yes, you can help her, but it would be better for her to do her own research as well.
Also, on the SFL page, they list the chapters GPAs. While this does not indicate what their minimum GPA requirement is, it can give you a feeling. Also, just because a chapter has a low cumulative GPA does not mean they are not as studious or that they let students with lower GPAs in. My chapter often had a lower GPA because about half the house were science majors taking calculus, physics and organic chemistry. Honestly, worrying about things like this is just as likely to lower confidence levels than to raise them. Have her go in with an open mind and stop worrying about things that cannot be changed now.
