I really haven't heard too much abou this...but from my experiences the army has standard issues and anything extra you buy with your own money is your choice. I don't see why the gov't should have to reimburse soldiers for that.
I mean, I was issued all sorts of gear that will get the job done...but I wanted better stuff that would make me a lot more comfortable while doing the job and I spent my own money on that. I decided it was worth it.
