I wouldnt say it's so much a cop out gift as it is a cautious gift. It's not as overtly romantic as getting roses or jewlry or something, but still says more than sneakers or a new shirt with letters on it.
He's covering his bases IMHO, if things work out, the perfume is a precursor to more gifts and a realtionship, if you're not interested, then he's only given perfume and hasn't over-extended and ruined the friendship.
