Affiliating means joining up with another chapter of your sorority if you transfer--well, that's putting it simply. The second chapter doesn't have to take the prospective affiliate either--she has to be voted on all over again. Of course if they turn her down, she's still a member of ABC.

I asked some questions about it on a thread during the fall.
