With NPC chapters local sororitues can petition an NPC organization to become one of their chapters. My chapter of Pi Beta Phi was founded this way. We started off as a local called Delta Sigma Chi.

As far as I know no local sorority has ever become an NPHC group. I don't even think we have (again older sorors correct me if I'm wrong) a way to transform them into our orgranizations. If someone wants to start a chapter, at least of Delta, they need to have enough interest on the campus and the proper assistance from an alumnae chapter to get that done and it is a LONG process.
