Ummmm....me thinks that ain't true. I saw some additional stills from "boobie-gate" and if you notice, the red lace was only TRIMMING the cup. And the cup had SNAPS around it....so when Justin pulled it, the entire thing (trim and all) was going to come off, exposing the boobie!
What people are forgetting is that Janet has had her "nips" pierced for a few years now, so that nipple ring was probably her usual jewlery.
