Just to add a little to Dani's reply...
I'm the president of the AA here in Phoenix and I can tell you that the expansion process is definitely not influenced by the alumnae. We've been wanting the chapter back for some time, and HQ makes that decision on their own. We also had very little input in the whole recolonization process; we're invited to a few events and that's about it. To get a chapter started you've really got to talk to the school's greek life office and KD HQ, alumnae don't really factor into the equation at all.
