This is ALL speculation, but I don't think war would be a pressing issue if Gore were in office. I think this was a top priority of the Bushes since Daddy Bush was in office. This is Dubya..."you messed with my Daddy, I'm going to get you..."
Bill didn't have war on his agenda. He had other things MORE PRESSING on his mind.
I also see it as a way of getting the country to support Dubya. His approval rating seemed to wane, but as soon as the idea of war AND before that, 9/11 his approval went up the roof. To "guarantee" a victory for the next election....DECLARE WAR. (wtfe)
