I dunno, i think that the university can allow a group onto campus w/out IFC approval. they have only authority over member orgs. NIC should tell what ever nat'l that is try to charter that they can't because the IFC said no. but the university could still invite them. but i dunno how ifc works so... i guess what i'm attempting to get at is that the university can allow any group it wants to, to come to campus, and just because the local ifc doesn't want to recognize it, they may still be allowed. the other option is can NIC say to you that you have to allow them?
ok perhaps i'm talking and making no sense. i guess is this possible under NIC?
