To answer your question, if the chapter on your campus is suspended, within Alpha, you would not be able to "pledge" at another university. Alpha does not allow it. It is possible that the suspension may be lifted prior to what has been told, but sometimes that doesn't happen. Your best thing is to focus on yourself and your community service to make yourself a better candidate on the graduate level.

I have known a lot of people who have attempted to transfer to another school to become a member of a GLO. That's a personal decision that you must make. However, I know some people who have pledged through other campuses and were not sanctioned to do so. These people turned out to be ghost members which is a problem within itself. Just make sure that when you do enter into Alpha, you do it through the FRONT DOOR and not the BACK!
