Little E, can't you as the one and only NPC org on your campus vote to open for expansion? Then the groups that were interested would come and do presentations. Perhaps Gamma Phi is interested in coming back?
I'm at Lawrence, and I'm excited that more small schools in Wisconsin are looking to expand Greek life. Keep me posted!
