I went to UF and was in a sorority that is no longer on campus (see my post in Greek Life under "Sororities at UF")

Anyway, regarding the discrepancy between the # of rushees and the # of bids given out, the reason is that quota is set the night before prefs (the last round).

1400 rushees might start at the beginning, but A LOT drop out. Some get tired of going to rush parties all day long, some get tired of dressing up, some decide that being greek isn't for them. Sometimes girls (esp. freshmen and other new students)rush just to meet people, not specifically to get into a sorority. Also, sometimes rushees have their heart so set on one house that when they're cut from that one, they drop out, even though they may have several really good houses left.

I rushed as a freshman and was a rusher with my house for the 3 years after that and I can tell you that, at UF, the women that stay in through prefs, virtually every single one gets a bid. Out of 700-800, only about 4-5 won't get a bid, and those girls are usually ones that suicided on their bid card. Additionally, those 4-5 girls are almost always offered snap bids right away so they still can be greek and go to bid day, etc.
