1) You friend CANNOT be hazed unless she wants to be. Everyone has free will.
2) Even if the sorority in not on a council, there are still school rules and (maybe) local laws against hazing. Your friend should read up on what they are.
3) Your friend should go into rush with an open mind. Personally, I had never heard of any Asian org that hazed, but then again, I am not in an area with any AGLO's.
4) Your friend will not know what she is getting into until she pledges and actually experiences it herself. No one here on Gree Chat can give you the definitive Asian GLO experience because they are all different.
5) If she doesn't like the orgs on her campus, she could always try to charter a chapter of a different org. There are plenty.
