Zeta Beta Tau has several chapters at universities in the United Kingdom, and Alpha Epsilon Pi has at least one chapter in Israel.
OP, if you are in one of those organizations, no you cannot join a different fraternity. If you happen to be in a fraternity that is specific to the Philippines or Germany, you would be eligible to rush a US Fraternity.
