Should =/= must.

They can recommend with the strongest language possible, but NPC still cannot dictate to individual member groups that they must offer a woman a bid.

This all being said, a wise & caring mom/grandma/sister will be aware of her group's policy and if it does dictate legacies being pkaced on the bid list, think of her sorority sisters and tell the rushee to be kind yet honest if she's not feeling it.
