But as a huge caveat, she would only be eligible for a chapter that is not already at or above total. So if she SIP'd so that she didn't get stuck with "that" house, that house may well be the only chapter below total. So I'd be very clear about what her options mean in real terms.

I think COB is her only option left for this year. Any chapter at total will not be doing COB. Even if a chapter is below total, they might not want to do COB. Very sad....
