You can't just start a sorority or a recolonization on your own. Panhellenic must decide to do it.
I know, I was just wondering if it seemed like even starting the process by asking the panhellenic and letting it go from there. From what I've read I can contact a few people and at least see if my school is interested in expanding. If I'm wrong please let me know, I'm still trying to figure out this process.
