If you're looking for a party, fraternity house parties would seem to be pretty easy targets... particularly if the fraternity isn't be discriminating with who it allows in.
The one and only experience I had with a fraternity party that could have gone much worse if it hadn't been for the brothers intervening involved two dudes that weren't members... they just knew it would be a fairly easy place to find really drunk college gals.
I loathe to blame fraternities for the behaviors of non-members... but at some point there needs to be a serious conversation about risk management with these situations.
