Panhellenic is
supposed to set quota based on the number of women still enrolled in Recruitment and a particular point. They should
not be setting quota based on an arbitrary number - it should be set so that every women rushing would be able to join a group if they so wished.
I can quote from the NPC book, if you like.
This makes me a bit upset...
