At my school I am a member of Phi Mu Alpha Sinfonia which is a music based fraternity, and we are allowed to rush the social fraternities as well. Although our chapter acts like a social, we are allowed dual memberships.
To the bolded, Phi Mu Alpha is a social fraternity. It is not a general fraternity and is not a member of the NIC. On some campuses, Sinfonia chapters are members of the IFC, in which case dual membership may not be allowed.
