You can fuss at me if you want, but fuss at MP too (see above). Plus, my comment was clearly hypothetical. To think that PH would bring a new colony in expressly because our system is too big, and then to also think that there is zero chance that they would make any adjustments to quota even in light of a growing PNM pool, is naïve.

No, you and MP are saying two different things.

Quota doesn't get lowered because of the colonization. However, under RFM, there is an assumed PNM drop-out rate that figures into the calculations. In a year that there is a colony, it's assumed that more PNM's will drop out than in a year without a colony.
