Re: the bolded, above; sorry, but you are misinformed. Please be careful when making broad generalizations or statements that have no basis in fact.
Again - all the chapters with few exceptions are at or way above total, and therefore, cannot add additional members unless they fall below total.
OP, please tell your friend: your very best information will come from the Office of Greek Life at the UofA.
