I have pretty big boobs and I think my strapless dress turned out alright. I hate halter dresses but would never say that people shouldn't wear them. To me it's more of a tailoring/fit issue than the cut of the dress -- if your dress is tailored properly you shouldn't have to tug on it at all.

Yes a good tailor/alterations person is a must! I'm sure you looked fabulous in your dress
