Without knowing the school, I can give you some general advice:

Get recs if you can.

Be prepared for heavy cuts as a junior (you say you know that the school is competitive).

Keep an open mind to ALL chapters (esp. with the possibility of being cut heavy).

Get to know sorority members in settings other than class. Join clubs and other groups on campus. The other upperclassmen PNMs who are NOT transfer students have the benefit of already knowing women.

Since this is spring formal, I'd advise you to be mindful of your actions. Sorority women do tend to get wind of who will be rushing and will be paying attetion to PNMs during fall semester. If you party, keep a low profile and don't do anything to put yourself on the sororities' radar in a bad way. All it takes is one incident at a party or something to negatively impact your chances.
