You're correct: the proportions are off. Tight pants are shorter, low ankle length. If they are longer they bunch up. (Think Audrey Hepburn). Straight leg (or fuller) pants cover most of the shoe so the break is correct.
I'm admittedly not interested in fashion, but I'm less bothered by the bright, white shoes than I am with those Lilly Pulitzer dresses that look like they perpetually have wind blowing up under them.
