Can you haze a brother/sister?

That is so true, however, in this case it was done through two anonymous emails until the brother in question was able to gather enough evidence against the three brothers harassing her (it was a co-ed frat)

There was only one confrontation in person (which ironically happened during a meeting apparently)

I just find this strange because if this had been done to a pledge, it would have been considered hazing, not just harassment.
