To be blunt: No, you did not give it enough time. Sorority friendships are just like all of the other friendships you have, they didn't develop instantly. They take time. Girls don't become your best friends in 2 weeks.
As far as re-joining, every chapter has a different policy about it. Whether or not you can re-join depends on whether they want to have you back, as they are not obligated to do so.
