Take a look at the book "I <3 Recruitment." I have not read it, but other GCers always suggest it when discussing recruitment struggles. Maybe it will be helpful in your situation.
And visit Phiredup.com (the site for the company that sells the book). Read the blog and resources. These will give you a myriad of ideas.
Also, search the recruitment threads on this site. There are a lot of them.
