Take a look at the book "I <3 Recruitment." I have not read it, but other GCers always suggest it when discussing recruitment struggles. Maybe it will be helpful in your situation.
Although it was written with Panhellenic recruitment in mind, the book has many suggestions that will help your chapter's "person to person" skills.
