This is so, so awful and HOW negligent of the mother/grandmother to leave the baby unattended with the pup. I don't really think it's pup's fault at all. First, no one knows if it's being fed, but MORE than that, puppies bite. Puppies will learn bite inhibition in play at an early age. IE, they will be playing with another dog and if puppy bites too hard, other dog with squeal, or admonish it as to say, "Hey, that was TOO HARD" If the pup was taken away from its litter before 8 weeks, he lost out on that opportunity to learn it with brothers and sisters. They also learn it from being around people. If your puppy gets too nippy with you, you will usually do something about it-discontinue the play session, discipline, something like that. Well a 2 month old BABY isnt capable of pushing the puppy off him/her, and likely, puppy was trying to PLAY with the baby and baby wasn't reacting to the bites enough for him to know to stop, so it kept going. I doubt the dog ATE the baby though. Probably just bit him to death, which is really sad, but that is why you NEVER leave ANY dog alone with a child-EVER
