Agreed.

Not only that, but just because juniors and seniors have successfully rushed in the past doesn't mean that's the case for all juniors and seniors who rush.

While there might not be a rule prohibiting upperclassmen from rushing, several things will determine how far you will go when you rush -- grades, extra curriculars, personality, etc. You best bet would be to ask someone from your campus, preferably someone who's familiar with Panhellenic recruitment because she's been through it.
